Growth brings with it a number of needs. Among these, there is a need for more and better roads, more public facilities like schools, parks, fire & police stations, city and county administration buildings and etc. The cost of these amenities is significant and someone is going to have to pay for them. The questions are, who should pay, who will pay, how will they pay and how much will they pay?

Americans pride themselves on being fair minded. If asked the question, "Who should pay for the impacts of growth?," most would agree that those that are responsible for growth should pay. So, just who would that be?
